Sask Lotteries is designated as the provincial sales and marketing arm of the Western Canada Lottery Corporation. Lottery products include games such as LOTTO MAX, LOTTO 6/49, Scratch & Win tickets and SPORT SELECT.

The second half of the document features the Sask Lotteries Retailer Polices. These policies walk through the terms and conditions that apply to any Sask Lotteries retailer.

Change of Owner

A new Sask Lotteries Retailer Application must be complete, if any of the following changes at a location: 

  • The retailer sells the business and/or legal entity to another party.
  • The retailer wishes to use a different legal entity to operate the retail site.
  • The legal entity of the retailer is amalgamated, dissolved or changes partnership shares.
  • The Retailer Agreement and Saskatchewan Liquor and Gaming Authority (SLGA) registration currently held is not transferable and is terminated when a location is sold, leased, assigned or otherwise transferred to the control of another person or legal entity. Sask Lotteries may offer the new owner a conditional approval for a Retailer Agreement after reviewing the application by the new owners or legal entity.
  • The conditional approval does not guarantee a registration from SLGA. Registration with SLGA is required to sell lottery in Saskatchewan. Should the new owner not obtain registration with SLGA, the lottery terminal will be removed from the location.
  • If your retail location receives conditional approval, you will be notified and the information supplied in your application will be forwarded to Saskatchewan Liquor and Gaming Authority (SLGA) to obtain a registration to sell in the province. A form will be sent to you from SLGA.
  • Once confirmation of registration with SLGA is provided to Sask Lotteries, further paperwork will be processed with the new owner.

For uninterrupted lottery operations, existing retailers should provide Sask Lotteries with 30 days written notice of any sale, lease expiry or business dissolution. This notice will also start the SLGA registration process.

Fill out online application form

New owner must fill out online application form found below. Provide as much details as possible.

Review and conditional approval

Once application is received and reviewed, Sask Lotteries will contact you with conditional approval and forward the information supplied in your application to SLGA to obtain a registration to sell in the province. A form will be sent that will include consent for a criminal record and background check for all applicants with a 20 per cent stake in the business.

Registration and finalize additional paperwork

Once confirmation of registration has been given, the new owner will finalize additional paperwork with Sask Lotteries including:

  • Authorized PreArranged Payment form for a bank account that weekly lottery invoice amounts will be automatically withdrawn. 
  • Payment of a security deposit (amount dependant on location’s lottery sales and can be up to $15,000). 
  • The Retailer Agreement and Code of Conduct that sets out the rules and regulations of selling lottery products by WCLC and Sask Lotteries. 
  • The Progressive Discipline Policy will also be shared.
